Ordinary Parish Council Meeting on Tuesday, 11 June 2024

Minutes of the Ordinary Parish Council Meeting held on Tuesday 11 June 2024 at 7.30pm in Bradford Abbas Village Hall

Present: Cllr’ Robin Legg (Chairman), Jenny Thomas, Diane Coffin, Dave Furby, Sally Jenkins, Peter Clark and Jo Barber.

Others Present:  Mrs S Hillier (Parish Clerk) and 4 members of the Public

Welcome and receive apologies:  The Chairman welcomed Councillors to the meeting and it was good to have all Councillors present and to see members of the public attending.  There were no apologies for absence.

Declarations of Interest. There were no declarations of interest.

To approve the minutes of   meetings held on 5th March, 2nd April and 13th May 2024.  All were agreed by those present and signed accordingly.

Public period for comments and issues.  The Chairman greed to move items 7 and 8 up the Agenda as they concerned the members of the public present.

7. DMMO 725 Footpath  The Council was given a presentation by 3 members of the public regarding DMMO 725, its history and ‘where we are now’  Councillors expressed interest in the project and were keen to continue to progress the project.

8. Bench outside the Village Hall.   This Bench is the property of the Parish Council and the Village Hall committee were keen to replace it with a memorial bench.  It was agreed that the bench would be moved to the Playing Field. This was agreed unanimously.

4. To appoint representatives to Outside Bodies

a) Tree Preservation Officer – Cllr Coffin

b) Pennant & Heritage – Cllr Barber

c) Rights of Way/Footpaths Officer – Cllr Furby

d) Village Hall Representative – Cllr Jenkins

e) Community Land Trust – Cllr Clark

f) DAPTC area committee representative -Cllr Furby

5. To Appoint Councillors to Working Groups

a) Playing Field – Councillors to look at field and equipment on a rota basis.  Waste bins Clerk to request Council empty them  or we will remove and put Council one in.

b) Neighbourhood Plan Working Group – Cllr Thomas

c) Telephone Box Working group – Cllr Thomas

d) Website Working Group – Cllr Clark Clerk requested to write to Mr Houston confirming Counci is happy for him t continue to maintain the web site.

  1. Planning Applications and decisions: P/HOU/2024/02418 Yorkfold Churchwell Street - convert attic and install juliet balcony and roof lights. Councillors reviewed the application and have no objection to the application.

10.  Internal Audit – The Internal Audit Report had been circulated and was noted. 

11.  Annual Governance and Accountability Returns for 2023-2024.  These had been circulated and were agreed.  The Governance return was discussed and signed accordingly by the Chairman and Clerk/RFO.  The Council had declared Income and Expenditure of under £25000.00 and so was able to self-certificate.  This declaration was signed by the Charman.

12.  Highways Issues   A member of the public had complained about the overgrown hedge.  It was not the responsibility of the Parish Council but would contact Dorset Council on their behalf.  The resident would provide a case number to the Clerk.

13. Items for Pennant - The parachute photo for D-Day commemoration. Post Office withdrawing services 

14. Other Urgent Business – The church was requesting permission to use the recreation field for music concert on 14th September. Council agreed the request.  Clerk to write giving permission.
