Financial
- Submit VAT returns
- Prepare and submit the End of Year Audit
- Maintain the Fixed Asset Register
- Complete monthly pay using basic PAYE RTI
- Add expenses to the website for purchases over £100 (See Website tasks below)
- Pension (set up if needed)
- Propose budget (November meeting) and submit Precept Approval (end of January)
- Keep Councillors informed of all payments and bank account balances at meetings
- Set up payments online for authorisation
- Make sure Policies are up-to-date (some need to be reviewed annually)
- Parish Council insurance renewal
Planning Applications
- Forward / distribute all applications to the Parish Councillors
- Submit the Parish Council’s comments to Dorset Council
- Ensure that all Planning decisions are on the Agenda and Minutes of the nex or appropriate Parish Council meeting.
Footpaths and Highways
- Report fly tipping, potholes and flooding to Dorset Council
- Report footpath issues to Dorset Council
- Liaise with the Parish Council‘s Footpath Officer concerning reports on footpath issues
Website
Work with the Parish Council‘s Website Working Group on any issues concerning the website, with particular regard to:
- ensuring documents required by the Transparency Code for Smaller Authorities (like the End of Year Audit information for example) are published in a timely manner according to the list in this document.
- safe-keeping of the USB Drive that records the credentials for the Working Group’s access to the web server and database and Amazon S3 data backups
- printing Meeting Notices from the website's Meeting pages
- emailing out Meeting Summonses to Councillors from the website's Meeting pages
- emailing out Meeting Minutes to Councillors from the website's Minutes pages
- keeping an eye on the website’s Accessibility and Data Protection requirements
Specific skills required for these tasks
In order to be able to fulfil the above regular tasks, the Parish Clerk will have a familiarity with:
- preparing spreadsheets
- preparing documents both in hard copy and for input to the Parish Council website
